I think the earliest OHG texts still have au. And since au > ou seems parallel to ai > ei, it is likely that if one didn't happen yet, neither did the other. As for Old French... didn't French turn au into o anyway? That fact that Limburgish also employs /ou/ makes me think that it was /ou/ in Frankish as well.
