I wonder if we also want to follow the French Wiktionary and categorize translations using hidden categories. Possibly that's a step too far. I don't see the harm (and see some benefit) in categorizing when missing either or both parameters, though. Also those that are missing the transliteration parameter and are in languages that require it. ''However'', because there can be so many translations on a page, any such tagging should take a visible form (so it can be spotted in the page), not just categorization. I suggest that {{temp|attention}} be used for this purpose (especially because it's customizable by language if <nowiki>{{{1}}}</nowiki> is set), and that anyone who wishes to see the attention-seeking notification on the page follow the instructions at [[template:attention]] to do so.
